Recine was a swimmer for four years (1972-75). In 1975, he earned All-American honors on the Profs’ 400 medley relay. He was the team record holder in the 50 and 100 yard freestyles and the 400 freestyle and 400 medley relays. His junior year, he was the conference champion in the 50 and 100 yard freestyles and the 400 medley and 400 freestyle relays. In 1975, he won the conference title in the 100 freestyle and the 400 medley and 400 freestyle relays. Recine earned numerous All-Conference and All-State honors in the 50 and 100 yard freestyles and the 400 freestyle and 400 medley relays.

At the University, Recine was a member of the Men’s Athletic Association and Tau Omega Phi/Tau Kappa Epsilon Fraternity. He was the intramural water polo director, student director of the Glassboro State Indoor Games in swimming and diving and an intra-fraternity/sorority representative. Recine graduated with a bachelor’s degree in health and physical education. Four times he earned Dean’s List. He received a master’s in scientific foundations of physical education at Trenton State College in 1987. Recine is a 1971 graduate from New Brunswick High School (NJ).
